What defines serial cheating and what does Dr. Harley say about how to handle a serial cheater?

I have been following Noname2's thread and someone referred to his WW as a "serial cheater"(3 OM, but don't know if that counts or not if she was "foggy"???) and it's got me thinking about the issue.
