In my state, the requirement is for 120 days notice if one parent decides to move out of the local area with the child(ren), so that custody arrangements can be made. I would suggest that it's appropriate for a change in custody. Not necessarily to sole custody, though. You might end up with a school year/summer split, for example, or some other arrangement.
