Hey Ray,
I did read your other post... Not sure what you can do from Iraq other than inform your CofC and have them inform his CofC... A civil proceeding would just be a mess and a distration that you don't need right now.
I do agree that if this guy is in the medical/mental health field, that you should do whatever you can to keep this guy from doing it again.
