I have worked in with Adult Education and there are many options that could resolve this issue however, the director of the Adult Education Department should be the one to discuss this with. The instructors are only there to take care of the GED courses. If H would talk with the director and it could be via email because there is a confidentiality agreement between the student and the program and explain what is going on. One of them could be offered the course through a tutor (independent instruction).
