Hmmmm.
Something to explore here.
Talk with your favorite (and most popular television station) in your viewing area. Perhaps a consumer protection kind of reporter.
If you have proof of an extramarital affair by a marriage and family counselor, or if the television station wants to put their investigative reporter on it because they have the resources to hire the private investigators to stake out her behavior, then all of her potential clients would want to know that she doesn't actually help save marriages, but has a part in destroying one.
Massive exposure is a beautiful thing when it comes to professional malpractice via personal behavior.
Since there's not a law against it, perhaps the television station can help you.
Tiger Woods has made this a current issue.
I think we can help you craft an appealing presentation for them to considering featuring on the evening news and the morning news!
Put her out of business - perhaps let her get into the business she's better suited for - prostitution!

KaylaAndy, I found Psychologist Code of Ethic . It is useless. I wonder which state has this on their licensing law. Yes, you are onto something that would pressure A. Put her out of business - perhaps let her get into the business she's better suited for - prostitution! Prostitute charge $$$ this one given it for free , she is not even qualify for this job. -rh-
Give your absolute best such that you could look back 10 years from now w/ no regret.

Professional malpractice would be more of a trial in the court of public opinion. Rather than licensing rules.
If no one will go to her for marriage counseling, because of her personal malfeasance rather than violation of the state's incomplete code of ethics, she can be the poster child for why the law must change; that a counselor's personal demeanor when it comes to marriage protection/disruption has an impact on their ability to practice MARRIAGE counseling.
If her clients knew what she was, they would fire her.
They have a right to know how she feels about marriage.
Court of public opinion is the only way to do this. And protect consumers' rights.

Court of public opinion is the only way to do this. And protect consumers' rights. Write an opinion piece/review of said "therapist".
ONLY the facts. Use the FULL name and title. Also, use the OW's alma mater in your "review". OW (full name), (degree) graduate of (school) (year) is having an extra marital adulterous affair with a married man. This affair began (date) and is ongoing.
Craig's list - and- YelpAny "google" of her name, will produce your "reviews".
