Hi, and welcome to MB (that's Marriage Builders) and please read the link on my signature line to get a feel for what we do around here (and there's a link on that page that tells you all the initials - like WS and BS which are Wayward Spouse and Betrayed Spouse)...
I was told that if the receiving party does not sign the papers (in California) then it HOLDS UP the divorce, but will not stop it. It takes more work for the person filing the divorce, which may hold it up indefinately, but if they have the drive and the money, they can push it through without it.
Can you share a bit more of your story??? It usually helps to respond...
Again, welcome...

Sorry, the sad fact is that one partner can eventually get a divorce...
...it may take some time... but you can't force someone to stay married to you.
Do get some advice specific to your state by following the...
Lawyer search
Martindale-Hubbell Lawyer Search
If you need to protect yourself legally (and/or financially)... I usually make the recommendation of finding a good attorney. A good place to start off is at the Martindale-Hubbell Lawyer Search site. Do a search within your county... look for only "family law" specialists(>80% in divorce/custody/etc.)... make sure they do a lot of "family law committee work"... if they know the judges all the better... You can normally find a few that will give initial counseling free of charge.
USLaw.com (an alternative search site)
BTW: for acronyms check out...
